The old sports pavilion at Mossley playing fields is to be demolished to make way for the café and function room.
In recent years the unused changing rooms, off Egmont Street, have fell victim to vandalism.
Works4U is the company behind the plans, and hope that the plot will be brought back into use as a community asset.
They plan is for the new café and function room to be open from 7am to 11pm.
In 2023, Works4U collaborated with Mossley Town Council to gather ideas on what locals wanted to see.
As well as creating the café, Works4U hopes to provide training in hospitality skills and potentially more jobs to the local area.
James Mackie from Works4U said: "Community focus is a big part for us because it creates meaningful opportunities for the learners to contribute to. This is where Egmont Street comes into play, not only is it a café for the students to develop those skills and gain qualifications, but it is also a hub for events, local groups and more."
Works4U, the Stalybridge based specialist college, support young people who are finding access to mainstream school or college environments too much and require a different level of care to help them flourish.
James spoke more on the work they carry out: "Works4U is an independent specialist provision based in Tameside that offers personalised learning programs for young people with special educational needs. We offer a safe and nurturing learning environment to help students develop their key skills for independence, employability and adult life.
"The programs we offer are based around vocational training delivered through a hands-on approach in real world settings such as catering/hospitality, construction, animal care and community projects."
The pavilion was originally built in the 1950’s and was mainly used as changing rooms for the adjacent playing pitches.
