Councillors want more details on Glossop Market Hall plans

Glossop Market Arcade.

A decision on proposals for Glossop's Market Hall has been deferred by councillors who want to see more information. 

The application made by High Peak Borough Council went before the authority’s Development Control Committee on Monday (9 May).

Under the plans put forward, the council wants to create new mezzanine level with retail units at both ground and mezzanine floor level and install a new lift. 

The application, which was recommended for approval, also includes the refurbishment of the arcade and refurbishment and restoration of the first floor of the town hall.  

However, Councillor Emily Thrane proposed that the decision be deferred. 

She said: “This set of buildings is absolutely key to Glossop. It has been a key part of the corporate plans of both the Conservative and Labour administrations since the time I joined the council in 2007. 

“I have to say I am surprised and concerned the authority which is the planning applicant, and the planning authority has not been able to come up with some clearer agreed proposals for members approval. 

She raised concerns given the buildings “absolutely key importance”.

Cllr Thrane said: “The report is confusing, and I am not used to having 12 pages of comments in the update sheet. 

“We are told the request from officers is to approve in principle, but it leaves a lot of the details to be actually dealt with in the conditions. That doesn’t make me very comfortable, and I am proposing we defer.” 

She said they needed a proper report that states what the issues are and suggested the members also have a site visit. 

The Committee heard negotiations were ongoing with a heritage consultant around a number of particular details of the project. 

Cllr Stewart Young, seconding deferral, said it would be nice to see what they were saying yes or no to as it was important to get the heritage aspects correct. 

The application will go back before the committee for determination once the outstanding heritage design issues have been resolved.
